The Capitol is advancing with its plan to establish a pioneering self-insurance coverage system, marking a significant shift from traditional insurance arrangements.
Governor Gwen Garcia, in a strategic meeting on Wednesday, February 28, with Atty. Terence Vanessa Tomol, the Officer-in-Charge of the Insurance Commission (IC) Cebu District Office, outlined the steps forward for this innovative initiative.
During the consultation, Governor Garcia explored the prerequisites for creating a dedicated division under the Provincial General Services Office. This division, to be spearheaded by an experienced insurance expert, will manage the self-insurance scheme, a first of its kind among local government units (LGUs) in the Philippines.
Atty. Tomol commended the Capitol for its pioneering approach, noting that Cebu Province, known as the country’s wealthiest, is well-positioned to implement such a program. The discussion also covered the requirements set by the IC, the regulatory body overseeing private insurance companies in the Philippines, addressing the governor’s inquiries and those from her consulting team.
The push for self-insurance emerged from Governor Garcia’s recognition that the Capitol’s existing insurance policies with the Government Service Insurance System (GSIS) yielded disproportionately low claims compared to the premiums paid, particularly highlighted by the minimal compensation for infrastructure damages caused by Supertyphoon Odette in 2021.
The proposed self-insurance model aims to provide comprehensive coverage, including accident and life insurance, for Capitol employees, members of the Provincial Board, and officials of all municipalities and component cities of the province.
It also extends to barangay officials, volunteer workers, and key personnel in education and tourism sectors across Cebu’s over 1,000 barangays.
